All this is commercially risky in Germany.

Yes, way too many people take the ESRB (whatever) ratings too seriously.

Ratings donīt really matter in Germany, but the BPjS could put it on the index. This happened to Hitman, Severance and Max Payne lately.
No commercials, no retail business, limited press coverage.

Gorath, would it really be so risky in Germany if the programmers made it so that Gothic 2 defaulted to the gore level in Gothic 1, but if you were to manually edit the gothic2.ini file(which many people would not even know about since it would be undocumented in the game material in the box) then you could enable gore levels similar to Severance(Blade of Darkness) or Die by the Sword?

Some people might consider that to be false advertising. Like overactive special interests groups.

Well, they did something similar in Gothic 1, where default gore level was set to 2, but there was a hidden gore level 3.

The default blood level of the German version was 0 and the method to manipulate it was more complicated in the release version 1.06.

BPjS means "Federal Test-Office of youth-endangering Scripts".
The BPjS is not a censorship authority, they donīt act, they react. Some citizen calls his local youth welfare office and complains about a movie, game or book. They canīt do anything and send the case to the BPjS for decision. One of their committees, build of representatives of different social groups, examines the product, talks to the manufacturer and makes a final decision:
1.okay 2.index 3.index and confiscation.
Index practically means commercial death. No advertisement in the widest sense of the word is allowed, but you can go to a shop and _ask_ for the game and buy it legally.
3. is self-explaining.

The BPjS donīt like violence, they hate gore and dismemberment. All this is even worse if committed against humans. Now add a game that is focussed on violence and you can imagine what they thought about Q3, UT, Max Payne, Half Life, Severance ...
Games with nazi-symbols are illegal in Germany. Sell an US-version of RtCW here and you are risking a few years in jail.
Erotic (but not pornography) is no problem here.

I would be happy if PB did it exactly like in Gothic 1. There is no need to take uncalculatable risks in the primary market.
