Customization in CRPGs

Does anyone know of a crpg that is non - linear, and sports grand customization abilities (to the point of being able to create your own monsters, spells, and abilities as well as dungeons and quests)

Morrowind...

You'll probably be able to do that with NWN when it comes out. I've been playing around with the BETA toolset for it. Although the single-player game will undoubtedly be linear.

That implies the tool set would allow the creation of non linear games. Is that correct for single as well as multi player games? In a workable format?

With the mods you can create, they can be either single or multiplayer. It depends on how you design it. Right now I'm playing with the BETA toolset and it's very versatile. You can make practically anything you want that's based in the D&D universe.
