The effect of skooma is listed in the game. Just like any other potion

...You wouldn't believe how many Restore Health potions my magic-despising warrior carries around, or how many he gets through in a single combat! It helps that if you brew them yourself you'll occasionally get a batch that don't weigh *anything*...

Ah, if you don't have a high enough Alchemy skill you won't see all the effects, if any at all. I can't list them here as this isn't the spoiler forum, but ask around and I believe people will tell you it makes you "fast and strong, but clumsy and stupid".
Naturally, my honorable law-abiding warrior will have nothing to do with it.
