Advises
   

Before going to the mines what level one should be to have any chances of survival?

Skeletons and orcs are very resistant to ranged attacks, any suggestions how to take them down?

For now your only chance of survival is RUNNING like madman, you dont have a chance now, but after you'll get stronger, you'll show them who'se the man !

When you go the mines in Chapter 2, your mission is not to take out orcs (though if you choose to, it will be tough). Don't worry about them for now. The terrain is designed so that you will be able to avoid the Orcs and still accomplish your mission.

As for the arrows part, I've found that Skeletons are very resistant regardless of your ranged skill, but Orcs can be taken down quite effectively with arrows if your skill and dex is high enough.

That’s what I call fast service, thanks guys.

Now about potions making I know this question was already asked many times but its hard to read all relevant topics to find the right answer so I hope somebody will answer regardless. To make Strength and Dexterity potions do I need to learn how to make mana and health potions first or I will have an option later in the game to brew just this type (dex & str).

BTW when in the earliest point in the game I can put my hands on the crossbow?

you can kill atilla in korinis and take his crossbow, to get attila, just tell andre about regnaru or nagur, then talk to kardiff, go kill atilla (make sure oyu kill him, if you run away and dont come back he starves to death or something, in this case his crossbow is magically stuck to his back and you can just look at it

Potions
   

For your Potions question, as far as i know you HAVE to be able to make all the mana and healing potions to make dex and str potions.
constentino and the witch will teach you those.

Not exactly, you need to be able to make either all mana potions OR all health potions. Then Constantino, Sagitta, Neoras and a few others will offer you the choice to learn how to create permanent potions.
