i think i am bugged....little help plz

i have done everything i need to do to finish the test of fire except make the fire arrow rune (i have the rune stone and the sulfer) but i go to Hyglas and the dialog where i ask him to teach me how to make the rune isnt there. it just says "END". so, i think i have a bug, or i'm not doing something right. is there a cheat that i can use that will help me get around this?

It's not a bug, you will need the fire arrow spell scroll too
