Rengaru
   

I have two versions of the game saved now. One where I free Rengaru and the other where I lock him up.

I really don't like locking him up. I only went back and tried that because I saw that freeing him gave me a "failed" quest.

But the poor fellow seems harmless enough. I'm hoping to develop my character as a mage, so I don't think I need thieves for friends, but I'd like myself better if I let Rengaru go.

If it's only a few experience points difference I'll free him. I'f freeing him will close off major other quests, I might lock him up.

Any advice?

i would free him it's first step to thievs guild open's some quest's and when you are in talking with Rangaru give's you +2dex,as for guild later you can bust them all

As you said it makes a difference for the thieves, but I don't think it influences any other quest. But of course you can earn some money by putting all the thieves in the slammer.
