Bug in getting Hlaalu Stronghold?

Where is the Hlaalu stronghold?
I'm a house brother. I spoke to the person in Balmora about building a stronghold and brought him the contract and the land deed (which I bought off of Baren Alen). Now the guy in Balmora says that construction will start soon. But I heard that the stronghold should be near/at Odai plateau but I can't find it.
The ?bug? is that when I talk to the guy in Balmora he also still tells me to buy a land deed from Baren Alen and Baren Alen tells me that he has the land deed and he will barter with me but he doesn't have the land deed in his inventory because I already bought it off him and gave it to the guy to build my stronghold.
Is this a bug that would prevent me from getting a stronghold? If yes, what could I do? If not where is the Hlaalu stronghold?
Thank you for your help!

You must get permission from duke Vedam Dren first too, if you did this and talked to the hlaalu guy he'll tell you to go talk to the guy in charge of construction. The building site is south of balmore on the westside of the river, just past the eggmine south of balmore, right on the riverbank.

I think they mark it on your worldmap, not sure if they do it right away or only later on though, fairly easy to find

check your journal and see if it says you talked to the guy about building it, it takes about a week or so for it to pop up, then there should be a new journal entry saying the building has begun and you have to talk to the hlaalu guy that handles it thhen go down there and talk to the guy

maybe you just need to wait a few days and nag the hlaalu guy incessantly!
