One of the merchants in the marketplace has it.
I don't think it is worth it, because later in the game you will get the oppertunity to raise all your skills to 100 a lot cheaper.

You can raise all of them to 90% after joining a guild.

yes, but if is worth it later on in the game when your fighting skill is at 100%, it will let you raise your skill to 105%, this is the point of the book, and why it is so expensive...

(btw i still cant find the goddam book, i went to the trader in the upper part of town, first he told me to basicly **** off back to the monestary, sdo i changed clothes and talked to him ahgain, this timwe he would speak to me but he didnt haver the book, maybe you cant buy it when your a novice/mage?

I usually use them to save on learning points I need for other skills. And there is no point in raising the skills to 105% since at 100% you already have a 100% critical hit rate, so 105% will also be 100% hit rate. Also I usually buy them, read them and sell them back again, and later in the game you will have so much money that it is unimportant wether they are expensive or not.

Also as a mage I usually have other means of taking out enemies, therefore I would not need these books, especially not both of them. One though might be permissible if you want to create a fighter mage.
