Getting Morrowind Loader to Work

Since the very start, I've been unable to get the Morrowind Loader utility (in the game's root directory) to start up with a setup screen: it just goes straight into the game. So far, I've been able to work around this: I figured out how to enable pixel shaders by altering the morrowind.ini file. But I'm about to start playing around with addons, and would like the convenience of being able to add addons through the utility. (In fact, I don't even know how to edit the ini file so that the game reads the addons).

Is there a switch in the ini file that controls whether the setup utility loads or not? I don't appear to have a defective disk otherwise: the game runs without difficulty (after a stretch of tweaking drivers and such). But it just doesn't bring up that damn setup screen. What am I missing? Do I have to register the game for this to work? If so, forget it: I can't log on to the official site, no matter how much I try.

Any help much appreciated.
