Joe-SPOILER

I discovered this thing today- go and steal pecks' tower key, after that go and open the tower near grittas house (it is thorbens' house too), you will find a man named joe inside, talk to him and get 600 xp for getting him out.
If you are in the thievs guild go to the tavern in the harbor and show him the sign and you will get 5 lockpicks

It is better to free him in 5th chapter. You will get more exp (I think 1000).
