well i had just saved my progress and was about to quit, but thought i would have some fun/test some boundaries before i exited, i went into the jail and there were sarah and regnaru, quite pleased to see me im sure... i opened the door and kocked them both down, looted, and finished them.... i then went and killed the jail guard, looted him... i walked into the officers mess hall/whatever and lord andre walks up to me and pickpockets me  lots of fun..
i have since made a point of mudering everyone who doesnt have any bearing on the plot anymore.... Kardiff, citizens etc... only works in docks though... great for a little extra XP
