Armor question.

I have 30 points in medium armor and 0 points in light armor.
Now I bought a CHAIN that according to the text offers me 12 points of armor but when I put it on my armor rating only goes up by 3. If I put some light armor on it doesn't go up at all ?
Am I missing something here?

Plate isn't medium or light armor, it's heavy. The reason your heavy and light armors don't increase your armor rating as much as they claim they should is because you have very little skill in either of those two. Medium armors include ringmails and heavy leathers, so always make sure you're wearing the right type.

sorry it was a chain not a plate. I've edited it into the top post.
Something is seriously wrong here.

Maybe it has to do with the % of what each type of armour(chest, leg, arm...) protects. Chest armour does only 40% of total armour rating. The rest only do 10%. This is from page 28 in the manual.
