Uh ho, somethings wrong
   

My morrowind works at 40 FPS in buildings, and 15 FPS outside. The only things is that when im inside the buildings, everyone looks perfectly fine. When im outside, it is hard to see because it looks like white floating things are everywhere. They are huge and should not be in the game. Is there something i can change to get rid of them.Morrowind.ini,menu???

Sorry, I dont know the answer. Its probably problem in your graphic card, try getting newer drivers, if that doesent work get the oldest ones you can find. Usualy works for me when having graphic issues

Water Floating things
   

I found out what the white things were, but cant fix the problem. The thing is that it is white things with a water animation. It looks like im floating in water because it is water animation all around me, but im really in Seyda Neen. I wish my oustide looked as good as the inside. Is there a way I can get drivers for an ATI RAGE?

yeah, dude, you can get drivers for just about anything you own, unless its a coffee maker...try e-mailing someone at ATI if you cant find them otherwise.
You can also try reinstalling your OS, or Video card, or the game. ATI has never been my choice for VC's, but i have a buddy that has the radeon 8500, he's never complained...

Other ways?
   

my computer screwed up because of my driver updating and crashed for all of today. Is there anyother way (morrowind.ini) that I cant get rid of those damn white things everywhere?

Fog
   

You know when you get off the slave ship there is fog. Maybe my video card cant make fog and it looks like choppy white things. Can I take off fog?

Use the patch, when I installed the patch my FPS was greater then before

I hate the patch...I installed it and my mouse cursor moves as slow as hell and frame rate is the same.

my mouse cursor is still slow as well...but the frame rate is ever so slightly better.. i get up to 20 outside in towns(low traffic, mind you). i still think it would be cooler to have most of the townsfolk INSIDE at night, it would make for a longer game.
