Where do I find cornelius in the city?

I am on the save the blacksmith benner fromprison mission. And I have rund around in the town for hours but cant find cornelius and I was in first bandit cave to to see if he was there.. but he was not and I have not had the chance to meet him. So where do he live?

Cornelius is the secretary of Governer. He is in the buiding where Lord Hagen resides on the upper floor. He is the guy who stands and reads book.
