need help with teleport rune!

I've gotten to the hidden library and read the almanac for the teleport rune, and also have the tears of innos, but when i go to a rune table with the blank rune it says creat teleport rune, then the secret of the library, then says not enough resources. Did i do something wrong? thx for your help

thx thats wut i needed, all i had was the holy water from the shrine quest
