Deadric shrine?
   

How do I go about "praying" at a Deadric Shrine to summon the deadra and take their quests?

you're talking about two different things. By "praying at their shrine" you mean "stealing from the shrine...that summons a daedra (until you're around level 20, then they stop. I'm finding that quite annoying as I can't find daedric weapons anymore.) Quests are received a different way. Very rarely, the statue will let you click on it. that's how you get a quest. This is not available on every shrine.
