If you entered the town coming from Xardas' current tower, walk along the road until you're standing in front of Harad's smithy. Turn right. Walk until you see Vatras preach to the crowd. Turn left. There's the market place, the way out of town is to your right now. See the stairs? Walk up the stairs, and you'll find the militia's HQ. Lord Andre is in the courtyard.
