Taken from the Morrowind.com forum:
-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=

credit for this one goes to Jim Adam on usenet.

In the Morrowind.ini file, change

DontThreadLoad=0

to

DontThreadLoad=1

This appears to disable the brief interittent loads that can happen as often as every few seconds on my system. Instead, you get a "Terrain Loading" message that pops up every couple of minutes.

So, the trade off is fewer pauses, but the ones you do get will be a second or two longer because the game isn't loading terrain on the fly.

I'm indeed going nuts here I dont even WANT to know what happens if the game wont run, but it might be related to 'genocide'. Ah well, knowing others have fun is good enough for the kind and sane. Or something like that.

With this on i get a lot more "loading exterior" stuff, thats more annoying then the not so frequent pauses out of no where.

Yeah, made life in Morrowind more of a hell than it is now... The only good thing about that tip was that when i went out to test it, i found a tomb full of beatifull loot and it was right next to me all the time, just didn't notice it before that stutstutstuttering loading

HAIL to the finder of this little tweak, that would be Mephisto..THANX a freaking bunch buddy it's amazing what a small tweak can do...before this little setting i had HUGE slowdowns/stuttering in Balmora....well it runs soooooo much better now..i can just move my mouse around without insane much stuttering....i'm sure with some more tweaking...i can have the game runnning smooth...this definetely is a great thing..balmora used to bog down BIGtime.

just one thing, i find something very weird...the town Seyda neen is still very stutterish, but balmora runs alot better..now this is very strange...Seyda is less detailed and not as big as Balmora and still Seyda is the slowest....weeeeeeird

BootySnooty: Did you spent more time in Balmora? If you stay longer in Seyda it will be dumped in the cache, so access will be even faster.
