Ministry of Truth in Vivec for non-stealth/non-mage char?

I'm taking suggestions here. I've played a diplomat most of the way till now, using my charms to get thru most NPC encounters & fighting only when attacked first. But when spotted here I am given no chance for dialogue, and my stealth flickers like a candle in a strong breeze as soon as I open the prison door, haven't made it past the first landing. The way I see it, I have 2 or possibly 3 options.

1. Kill everyone & face the repercussions (not acceptible)
2. Go invest time/money in raising stealth from its current 16, or try to locate or have enchanted an item with better chameleon than the 20-30 for 30secs (or 10-40 for 60) I currently have. Or possibly some type of charm item... but either way costly.
3. Try to raise faction with the guards so I am given a chance to bribe/bluff my way thru by doing the temple quest...

My character's choice would be #3 naturally, but before I invest that kind of time I'd like to know I have a chance of succeeding. Or if there is another option I am overlooking. I know there may be scrolls that should work, but for some reason I have never had much success with scrolls - I think because there is a cast delay on them like with spells and it just messes up my internal sense of timing horribly.

So - has anyone tried #3? Or is there a #4? Otherwise I envision a LOT of training, since I suspect those guards are pretty perceptive.

First make sure you have 2 Divine Intervention scrolls. Then Just use a levitate scroll an fly to the cell in the back right corner of the prison. Enter and talk to the lady.

My fighter/diplomat character with no stealth or magic just grabbed all the keys and ran through it taking the hits from the guards. I had the skeleton key at the time too and half decent lockpick skill, no fighting just frantic running and jumping to reach the girl you're rescuing then teleport out

I used an invisibility potion, ran through the landing and up the right hand slope, dived at the door with a lockpick (Its only lvl 10), and then jumped across the walkways and over the ordinators head towards the cell. Lockpicked the door again and then got inside.

P.S. I have very low lockpick skill, but I do have quite high athletics/acrobatics.
