Vino's still?

What conditions does it take for Vino to mention his still? Is it only in NOTR? I'm playing the regular game.

Vino will only tell about his SECRET still when you've already found him. Why would he tell you about his secret, it wouldn't be a secret then.
One of the two brothers on Akil's will tell you about the still in chapter 3. Don't make them fight before that, because he will be angry after that and won't tell you.
After you've found the still, go to Vino and tell him, he will say that the militia found it and give you some exp.
