MAgika Resistance-how do you gain it?

When I started my High Elf Battlemage I began with a Weakness to Magika of 50%, Fire 50% and 25% in the others. Now I am at level 34 with a 100 in Willpower (Willpower is supposed to increase your resistance to Magika) but I still have exactly the same weaknesses to magika as when I started. Just as if the 100 in Willpower has no meaning at all.
How do you get RESISTANCE to Magika? I have never found a way.
