where is the Orc Shaman?

after getting this quest form the necro--can some tell me where the orc shaman is? i can not find him--i when to an old have sunken tower and swain under but he was not there.

any help would be nice

Well he not supose to bve there...........he supose to be in old ruines.......on the hill very which is very close to that tower u examine................
