I am seeking the perfect RPG game.

Great story line, great graphics,
you control just one guy and completely control his movements when fighting.

Get to build your character up by earning experience points from killing enemies/solving quest.

Get to design your character from the beginning with choosing how to distribute strength, intelligance, dexeterty...etc.

Gothic is very close. It only lacks the initial character building phase. And I do get frustrated with its poor user interface and buggy game play.

Does anyone know of such a game? I have been looking for quite some time. Daggerfall was the closest I have found so far.

Please, someone help me! hehehe

The Elder Scrolls: Morrowind. But it's not coming out until March. But it has everything you wanted.
