is it true one can only use the teleport runes while in vom?

I have read many posts here about the two runes you can find in the vom..(the castle rune and the pass rune)...i have seen posts that say you can only use them while in the vom and other posts that say you can use them to get to the vom while in town. I have tried to use them when not in the vom and nothing happens. Is there a rune that will put you in the vom if you are in the new world?

You can only use the teleport runes of the world you�re in at this moment.
