You're searching the wrong side of the world. The entrance is near Bengar's farm. You get to Bengar's farm from the city by going out the North gate and taking a right. Go up the path until you see some stairs on the left. Go up these stairs and take a right. Go up past Akil's farm until you run into a bridge. Follow the path past the bridge until you get to the inn. Again (if I remember correctly) take a right and keep going along the path until you get to two paladins guarding a door. That's the entrance to the Pass.

You can also approach the pass from the tavern.

You won't find him until much later. But look for the eye at the circle of the sun where you find dragomir's xbow.

The judge is just the judge. Look in the upper quarter to the left of the governor's house. Just go in, he's usually upstairs during the day.

Oh, you haven't been up there yet, sorry.

Correct path but much further up. Keep following that road, there is a tramp (he's down by the river) and Grimbald (up near the black troll and some snappers) who can point you in the right direction. You also find dead novices to show where he's been. After you see Grimbald, look for a stone arch where two tramps are standing and run through and follow the path. Eventually you will come across seekers near the circle,. You won't be able to miss it then.

I never found anyone to bring bow or xbow beyond 90 before ch 6. As far as I know there's only 2 people who even train xbow and neither of them past 60. Dragomir (wilderness) and Ruga (militia). The three bow teachers I know of are Bartok, Wolf and the guy on the road above the lighthouse. But it seemed like they didn't teach past 60 either.
