Can I spend as much time as I wish checking things out or will that cause me troubles?

Spend as much time as you like. Your only restriction is that you will have to complete some of the quest to further the games chapters but you can take all the time you want. I have....

good and the diggers wont' starve now that I've lined my pockets with all their stuff(I have GUILT!!!)

You can just kill them anyway, diggers are ueless.

they find their own food if you pick pocket all their stuff
they will even go and pick up another weapon from some where, if they realize its better than their existing one..

How come the guards won't pick up weapons, then? I beat up the 2 bridge guards early on, took all of their stuff, and then dropped their swords right at their feet.. they wouldn't pick them up! Don't know why, it's puzzled me ever since..

An NPC will only pick up a weapon, after being knocked down, if it's directly at his feet when he gets up. So basically, you have to drop it at his feet while he's still out.
