Main Quest Help
   

I'm a bit stuck on the mission where you have to get all the houses votes to make me the horaditor (sp). The one guy that hates my guts wont challenge me to a duel like it says in the walkthrough. Hes ment to challenge me to a duel in the vivec arena. But ive tryed saying everything to make him challenge me. thanks
