Can you enchant your own weapons?

I heard someone say that you could enchant one of your weapons with abilities, is this true!?!?!?

The better the enchantment you want to make is, the higher the chance of failing is. And if the enchantment fails, you will loose your big nice shiny glow-in-the-dark soulgem. Enchanter NPCs never fail though, so you'd better find one of those if you want to enchant an item.
