Nice touch...
   

I was wandering around the Molag Mar region when I saw a page on the ground. It was a torn single page from A Brief History of the Empire, illegible.

If it's not a quest item - which I hope to God it's not - it was a really nice touch.

I found seven of those pages lying around that area. I suspect you can't read the book until you have all of them, and I can't remember where I found the pages now.

Actually, those papers actually help you find someone.

There is a quest later to find a particular individual and the paper trail leads to where the individual can be found.

All the stuff in those papers is available in books throughout Morrowind.
