Well, it's not an on/off switch. 
There's a chest inside the tavern, and a gin bottle inside the chest.
Swap the gin bottle in the chest with a water bottle that you have, then your task there is completed.
Be careful that you're going to perform this at midnight or so, or people'll think you're committing theft.

i tried that(it's the other way around I think water for Gin) I tried at midnight and they still gangbeat me, i'll try it again. |

you dont have to switch... you get more exp. if you do though, but if you dont rukhar will win again and you lose your money. but the way you finish the quest is to wait a couple days and then go back and orlan should be waiting outside for you
