Tax Collector for 3rd Blade Quest... Where is he?
   

I know I'm a moron, since no one else is having the problem, but where is the blasted tax collector? I don't mean the one that's dead by the river in the first town, I mean the one that's hunting the cat chick in the sewers for tax evasion. She won't slip me any info about the 6th house until I take care of him.

I think he is in the lower waistworks in the same canton/compound as the khajiit informant.
