At lvl 29 and waiting on Cais to leave, decided to make the Pilgrimage to the Shrines. I've been through most of Vivec and "drowned" in the Puzzle Canal. Worshiping at the Shrine of Daring gives 100 pts. levitation and the opportunity to fly to High Fane. Haven't had a quest there, but do know that the dissident priest is imprisioned there. The guards start attacking if I go in the bottom door and the top door guy tells me to go away. Should I go ahead and fight my way through there or come back later when some kind soul may give me a quest? Any thoughts out there on this? By the way, I'm a good "crusader" and don't do murder. lol!  |

Er, maybe I'm an idiot, but...
That's the Ministry of Truth, not the High Fane. The High Fane is the largish building to the south of Vivec, north of the Temple.

EDIT: Oh, by the way, come back later. That quest is vital to the main game, and you don't want to be messing with anything in there until you get it.

Also, I don't think that the person is sent there until later in the game.  And, guards respawn.
