I'm level 14...
I brought that dude in the swamp camp his stuff from the old mine, came back, told Raven about what's goin on, now I finished all my quests for Guard, etc, that I was given.
Stone *still* won't sell me the next armor up (not the heavy, the normal)... I'm not trained in Two-Handed or Bow, so since I had 40 skill points left to spend, I trained in both to see if that mattered...
..but it didn't. Stone said I have to "make my way" as a Guard, according to what Thorus said, in order to get that armor. What can I do in order to get that next armor up, before I become a fire mage?

There is topic about "how to get this armor and still become fire mage". So search for it.
Normaly it is not possible, you will recieve firemage robe and it will be sign of your position.
But as I sad you can somehow do it, just use search (right-upper corner)

Uh, Stone told me I wasn't worthy as well, but the armor still appeared in my buy list, so I could buy it.
