Take it to a smith and have him forge it together, then get 3 stalks of swampweed and take it to the Circle of The Sun.

Who all is there?
Vatras, Xardas and Pyrokar all have to be at the circle of the sun, then you give everything to Vatras and the ritual begins.

If you have already spoken with them then they should be at the circle of the sun (where you got the eye of innos back from the seekers) if you haven't spoken with them then Xardas will be in his tower believe it or not  and Pyrokar will be sat in his seat at the monastary. Hope this helps.

If you haven't been to Pyrokar yet, go to him first, he will send you to Vatras, he's in the temple courtyard near the tavern where Coragon tends bar. He will tell you about needing Pyrokar and Xardas. He will then go to the circle of the sun. Go to Pyrokar, he will refuse to go. Then go to Xardas in his tower. He will give you a key to a chest on Sekob's farm. Go there, clear out the seekers, and open the chest next to the wall to the left of the stove. There's a book there. bring it to Pyrokar, and he will go to the circle of the sun. If Xardas is still in the tower after you do all of this, then make sure to go to Lord Hagen, if you are militia, and ask to join his order. Once done go back to Xardas and he will go to the circle. Then you go to the circle, talk to Vatras and the ritual will begin. Step out of the circle for a couple minutes, then approach Vatras and he will tell you it is complete etc, etc. If you have already done all of this, you are at the wrong circle. The circle of the sun is where you found the eye when it was being broken by the seekers.

You do it yourself, Pyrokar teaches after ritual at circle is over. Remember to have empty lab water bottle in inventory.

Does Pyrokar instructs you above 100 mana?And if he does ,when?

I think once Parlan can't teach you any more he sends you to Pyrokar. I've never reached Pyrokar's limit though, it's above 230.

I have 114 mana but when I speak to parlan he says he cant raise my mana any higher and nothing about sending me in Pyrokar.I am in chapter 3 when you are about to bring the Eye to the three mages to recharge it at the circle of sun.

Well, you get the diary entry and the skill when Pyrokar talks to you after the ritual. If you already talked to Pyrokar after the ritual is over and you are unable to recharge the eye and take dragon hearts, something is wrong.
@Btb
Try talking to Pyrokar in ch 4 or later, Not sure when he actually teaches you. But he will, cause you have to get circle 6 from him.
