City of Heroes: Review @ Gamer's Pulse

Gamer's Pulse has tossed up a review of Cryptic Studios' 'City of Heroes'. The score is 33/50 which seems low for the text which is entirely positive. Here's a snip:
Jumping right into the game, you’ll be overwhelmed at the customization options available when creating your superhero. Currently, the game offers everything from various outfits, eye wear, head wear, colorization of clothing, and your starting weapons and powers. The options are many and as such, you may want to keep in mind your hero’s resulting appearance; consequently, its easy to spend a good hour on developing your character.

strangest score I've ever seen

If he's going to rate it 33/50 at least give reasons why. That whole review seemed CoH should have gotten at least 40/50.

It almost sounds as a marketing ad + an honest review score.
