rebel camp attacks

I'm trying to recover krahoz but the guards in the surrounding area keep attacking me. Is this right or should they be neutral ?

Talk to everyone in that level. Don't try to steal it unless you're really good! There is a quest you need to do in order to get the Krahoz.

Check that you're still friends with Alia. If not, you're in trouble and things could be difficult.
