Redoran Quest Help!! 911 Emergency

i hope this isnt a bug. but im doing the mission to gain Councilman Lethri's (sp?) support and he tells me to shut down caldera mining company. to do this i have to find evidence of corruption, and halt the mining. i freed the slaves there and the journal said this would halt mining for awhile. then i went and took the secret caldera ledger from ordrel helvi (sp?) in the governor's hall. but, the councilman wont recognize that i did any of this...

I'm stuck on this quest too. Only the trouble is I freed the slaves a long time ago before I got the quest to do so. Where do I get the secret caldera ledger, and what do I do with it?

Hmm....I guess if you kill the guy in the governer's hall and another guy in the mining office you can get past this quest.
