In Ald'Ruhn...everyone refuses to serve me.
they say something like "I will do no business for someone who bears the
mark of Zenethar. Its obvious you've made an oath to Zenethar you cannot
fulfill". Whats going on here? I dont even know who Zenethar is!

It means that you got a quest to deliver some shirts to some merchants... until you do that quest, you won't be able to get services from the people.

No, the merchant is in Ald'ruhn; I think the one in Skar, but if not, the other one is just outside Skar.
