what I am getting at is... if i max out my primary and secondary skills.. will I still be able to lvl by raising misc skills (even if it takes forever)?

From what I have read the answer is no, you can not level from misc. skills

I've been posting this fear. (Daggerfall experience)
I see a lot of people specializing and trying to level up as fast as they can. I wonder if this is penny wise/pound foolish later in the game?
Focusing on skills and letting levels take care of themselves might be a better approach. Leveling is not as critical to power (i.e. spells) as in a traditional RPG.
To answer your question:
There are 10 primary skills maxed to 100 each (assumption?) so 1000/10 = level 100 cap?
According to the manual misc skills only count toward attribute multipliers NOT leveling.

Rilian, you are forgeting that the major and minor skills already start out at above zero levels. The level cap should be lower.

Your leveling is totally dependent on combinations of your major and minor skills.
/edit I have found that after level 4-5 things do pick up quite a bit
