Chapter 3 Xardas Problem
   

HI i have a problem with Xardas in chapter 3. I am a guard and i found the broken eye. Veritas is already at sun circle so i went to xardas and he says he will not help me nor will he give me better equipment to fight dragons until i am strong enough. What dose this mean? should i do the shrines quest? Maybe get the light pala armour? if its the second where can i get this armour? or from whom? maybe i have to level more? whats the deal with this guy? when will he talk 2 me?
