Script Error in Redoran Quest?

I was sent to find evidence of corruption at the Caldera mine. I found a ledger which shows that someone has been redirecting funds. However, when I returned to my patron there was no "give him the evidence" option or anything resembling what usually happens at the end of a quest. I checked a few forums and on Morrowind Summit there was a thread for this exact problem. They seem to think that it is a script error that can be solved by entering Journal"HR_CalderaCorrupt"100 in the console.

My question to you is: has anyone completed this quest without using the console? and If so did you do anything that I didn't?
TIA

The quest can be solved in two ways.
1. find the two bosses of the mine (they are mentioned under the Specific Person option for most caldera citizens) then kill them

2. find the journal and take it to Llilethi (the Redoran who sent you on the quest) without releasing the slaves. Releasing the slaves is the second part of the Non-violent solution. THe scripts get screwed if you don't do them in the right order.

So I'm willing to bet that you released the slaves. You can either use the console to finish the quest or use option 1 which is still viable.
