You might consider Deus Ex. That's one of the few shooters with true RPG features.

Like I said, the choices of shooters with true RPG elements are pretty thin. Perhaps you could try shooters with a good storyline such as Half-Life and Undying. If you're willing to go with a fantasy action/RPG, then you could try Dungeon Siege, IceWind Dale 2, or the Diablo series.

Grand thief Auto 3 = 3rd person action RPG, setting = modern city, background story = crimes.

I don't think GTA3 is a RPG in any way. It's a nice game and fun to play, but doesn't have anything that would qualify it as an CRPG, even action oriented one. No character development, NPC interaction or any other aspect..

There are actually some servers that host "rpg"-games in Jedi Knight 2. I havenīt tried it, but itīs said to be people just hanging in the bar, playing their character

Again, I don't see how Mafia could be qualified as a RPG in any way...

Yep, The Journeyman project 2 is not the newest game around, and is about some kind of a policeman in a time-travel world. Warning: The RPG-elements are almost non-existing, it's more like an adventure, but with fights, exploring and original story!

If you are not familiar with "Nocturne" I most say that's a title which comes closest to the pistol action like "Max payne" without "bullit time".
The mentioned "Undying" is also very close in spirit to "Max payne"
