OK, so im a lvl 15 mercenary, or is it lvl 16? cant remember. Anywayz i have medium mercenary armour and when i ask for heavy Lee says i am not expirienced enough, does that mean i have to be a certain level and above to get heavy mercenary armour? and if so what level do i have to be?

I was level 21 when I got the heavy armor from the sect camp.
Had 116185 xp
65 strength and 30 dex.
