I found a tower, Its on the path near the route you are taken on by...to the new camp, it has a series of flat areas that are climable, they lead to a long winding path that is guarded at the top. There is a ruined tower up there near a bridge, if you climb up a number of plinths you get to the top...theres nothing there.
Down at the bottom on a pillar is a switch that opens a hole in which there are two potons, also there are two switches to operate an elevator to let you out...
My question is... Is there any other purpose for this area ?, it seems TOO elaborate to just house two potions .

There is a side quest which puts something there if you do certain things first.

I hated that tower. I had to use a bloodfly scroll to get on of the ledges. What a pain.
