How to make a better RPG

I have seen somepeople complaining about Morrowind. I just got it the other day, and so far am enjoying it. I have a different question though. In relation to Morrowind and Tribunal (and Bloodmoon, but since we don't know much yet...) what would you do to make a better RPG in general.
For instance, someone mentioned combat in MW. I also have Gothic, and the combat system there is extremely different. Or what about combat in Utima 7, or Diablo I/II. Would you make combat turn based, or real time as in these others.
I am designing a game, for my personal enjoyment right now. I would like to be able to actually create it someday, and who knows... Give me ideas on what you would like.
Thanks.

Well your question says it all really.

To make an RPG you have to decide what it is about RPGs that are important.

For me Role Playing forms a large part, and that itself can be split into two groups.

1) Being in a believable world. Immersion is hugely important - not just graphics, sound, but also world design etc.

2) Being able to express your character in some way. Morrowind does this by allowing you to create a character how you want, and thus play the game how you want.

Believing your character is interacting with the world is another key point - so in MW you can do anything to most objects, and NPCs actually have what they wear etc. However you might add that you actually have limited control on how your character can interact with these objects or other NPCs.
