The straight stuff
   

1) The woman is indeed north of Pelagiad along the road to Balmora.
2) The man is NOT the bandit south of Pelagiad on the road to Vivec. The man is in the bar at Pelagiad.
3) I did this quest with a male Khajiit and a female Breton, and got basically the same responses except for the gender of the person to whom she referred me. I read the note at least one of the two times, and the Khajiit's Personality and Speechcraft were poor.

It occurs to me there are several ways this quest might vary. The most obvious would be if you weren't mushy enough in your initial response ("you're a fool" instead of "for love's sake alone"). It sounds like another would be if you gave her glove to the wrong bandit, though I'm surprised that's possible. I don't remember how the conversation in the bar with the bandit went, but there may have been a chance to be unromantic at that point too.

The woman you're supposed to meet is absolutely not worth the trouble, since you get nothing except a small reward when you find her.

Several journal entries based on information from women are label "he said" or "himself".

That's gender bias by the developers...

If you're talkin about the quest giver she's up the road. If you're talkin about her friend she mentions she's in the mage's guild.

Yah I am male High Elf and She directed me to someone...
And who was it that I was supposed to visit btw? And what was her (quest giver) name? The journal sux btw and I did remember that I should visit her friend, but I have 2 dig that journal !@##$@!

If you have problems finding certain quest info....go into the main Morrowind directory and open the journal.htm file AFTER you have opened and closed the game with the character who's quests you are trying to find. It's sort of an abbreviated version (doesn't include all info) so you can print it out and mark off all quests you've done and find those you haven't. It will also tell you the name of the person she said you should visit.

I did this quest as a Khajiit male wearing common clothes and having done only one or two quests, and I read the note. She still recommended I find the other woman in the city. That kinda throws out a couple of theories.
