How do you get the sunken tower quest? Also I haven't maxed out my 2h Sword abilities, but i also can't access the Old City, is there anybody else who can teach me?

Just leave the sunken tower alone untill you get the quest, and you WILL get the quest but only later on in the game. I think Lee, the leader of the New Camp can teach you 2h sword.
