Sleeping in Seyda Neen

You can't really sleep at Arnie's. Go to the Census buildings and sleep on
the mat downstairs. If you find the dead body of the tax collector and follow-up on that quest, it will open another locale to sleep and store your
extra stuff in.

Arrile (spoiler)

I was in town a bit ago, and if you go upstairs and around that far corner, you see a locked door.

sneak + pick = bed noone would sell accomodations, so I took em

note- it isnt a B+B tho

Bed for rent in starting town?

As mentioned above, there is the mat, the room upstairs at the traders, or my favorite just pick the lock on the house on the left on the way out of town. Easy low level door, catch it as the guards have their backs to you, and presto, insta-house including bed and broom.
