Performance on my low end system and a few questions?

Hello All,
Im happy to say on my system:

600 Athlon
256 Ram
GeForce4 mx440
Windows 98

the game so far has played great, now i dont care about framerates and dont know how to find them and honesty i dont care to...the only slow down i seem to "notice" is when i enter a new location then it pauses for a sec(loading it up).

My morrowind set up is:
the No safe-disk hack
cacheman
1 notch Ai
50% viewing distance
800x600(even this low it still looks sweet)
no shadows at all

Now for a few questions about the gameplay:

1:when i cast chamelon in the effects menu it says that
Chamelon 10%,what does this mean(i have read the manual but cant figure it out),and how does this improve?

2:if you cast the same spell repeatedly does the duration stack?

3:how the heck do i raise sneak short of training, ive tried using it and the icon appears but it never goes up.

Thanks in advance to those who reply,
qwert

You can find ansers to your questions by just looking at other topics.

Sneaking is easie, you have to sneak up to somebody without them seeing you. And wearing havier armor makes sbeaking much more difficult.
Try it without armor first.

1: 10% chance that someone will not spot you. There may be distance modifiers to this.

2: Don't think so. I think if you cast blind 100% for 30sec and then 10 sec later cast it again, the target (assuming it fails the saving throw) will be blind for 40 secs not 60 secs.

3: Crouch around people - every time the icon appears you gain a little bit of the sneak skill. It's easier to sneak when wearing Light armor or no armor, and it's a little easier to sneak when wearing soft shoes or no shoes vs. boots.
