help on telvani horator main plot quest
   

well, i have the votes from all but one, who i found out it's good to kill, so i did, than i went back to the council house where the representatives reside, and they act as if i didn't talk to their bosses. so i guess i should talk to someone else - some sort of telvani uber boss or smth? can u help me out with this one guys?

huh, i shall answer myself then, for i have managed to complete this quest, and for the knowledge of future inquirers - had to go to aryon...the guy that tells you that you can kill talvani councilers without penalty.
